WASHINGTON \u2014 Certified nursing assistants at six nursing homes across Washington are voting on a tentative contract agreement that would bring wage increases between 8% and 11% over two years, according to a press release from SEIU 775.<\/p>\n\n\n\n
The agreement was negotiated between SEIU 775 and PACs, a corporation that operates the facilities. The union says the negotiations lasted nearly a year.<\/p>\n\n\n\n
The facilities included in the agreement are as follows:
Sunnyside Healthcare Center in Sunnyside.
Mountain View Post Acute in Ellensburg.
Linden Post Acute in Toppenish.
Colonial Vista Post Acute in Wenatchee.
LaCamas Creek Post Acute in Camas.
Richland Post Acute in Richland.<\/p>\n\n\n\n
Union members are voting on the contract from Thursday, March 26 through Monday, March 30. If approved, the wage increases would take effect over the life of the two-year agreement, with exact amounts varying by location and job classification.<\/p>\n\n\n\n
Angel Cabrera, a certified nursing assistant at Sunnyside Healthcare Center, said the wage increase would help with staff retention.<\/p>\n\n\n\n
“The cost of living keeps going up. But the wage scale hasn’t kept up,” Cabrera said. “Winning fair pay helps us keep and recruit skilled staff and that benefits all of us \u2014 staff and residents alike.”<\/p>\n\n\n\n
Cabrera said higher wages could benefit local economies.<\/p>\n\n\n\n
“When we make livable wages, that money circulates in our local community, supporting our area small businesses and families,” he said.<\/p>\n\n\n\n
Anadelia Flores, who works at Richland Post Acute, said the work is demanding.<\/p>\n\n\n\n
“We are caring for residents with high needs, often on a skeleton crew of staff,” Flores said. “Our work is essential and we deserve to be treated that way.”<\/p>\n\n\n\n
Natacia Louvier, a certified nursing assistant at Lacamas Post Acute in Camas, said the union helped in negotiations.<\/p>\n\n\n\n
“Because of our union, we were able to leverage our collective power to win the fair wages and respect we deserve,” Louvier said. “Living wages mean better staffing and increase our ability to provide quality care and protection for the residents we love.”<\/p>\n\n\n\n
Pamela Stillwagon, who works at Mountain View Post-Acute in Ellensburg, said consistent staffing matters to residents.<\/p>\n\n\n\n
“Some of our residents don’t get visitors, so staff who are there consistently and build bonds of trust are so important to their wellbeing,” Stillwagon said.<\/p>\n\n\n\n
The union says the wage increases are intended to address turnover and staffing levels at the nursing homes.<\/p>\n\n\n\n

The deal, if ratified, would increase wages and address staffing concerns that workers say have strained care in recent years.<\/p>\n\n\n\n<p>\u201cThe cost of living keeps going up. But the wage scale hasn\u2019t kept up,\u201d said Angel Cabrera, a certified nursing assistant at Sunnyside Healthcare Center, in a union press release. \u201cWe know we make a positive difference in the health and the lives of nursing home residents.\u201d<\/p>\n\n\n\n<p>Cabrera added that improved wages would also have a broader impact on the community.<\/p>\n\n\n\n<p>\u201cWe are people caring for your family, friends and neighbors. When we make livable wages, that money circulates in our local community, supporting our area small businesses and families,\u201d Cabrera said.<\/p>\n\n\n\n<p>For nearly a year, union-represented care staff at multiple rural Washington nursing homes have been negotiating with PACs, a corporation valued at approximately $6.7 billion, seeking higher wages and improved staffing levels. Richland nursing home and others in the Yakima Valley are voting on a new labor contract that would increase wages 8% over two years if ratified. <\/p>\n\n\n\n<p>The CNAs, who are represented by union SEIU Local 775, had negotiated the new contract with PACs Group Inc., which owns six nursing homes in the state, including <a href=\"https:\/\/richlandpa.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Richland Post Acute<\/a>, for the past year, according to information from the Washington State Labor Council. <\/p>\n\n\n\n<p>PACs Group is a Utah-based skilled nursing care provider founded in 2013 that currently operates 323 facilities across 17 states. The company reported 2025 revenue of $5.29 billion in early March, an increase of 29.3% over the prior year. <\/p>\n\n\n\n<p>Care workers reportedly were focused on securing more competitive wages, seeking lower turnover and improved staffing. <\/p>\n\n\n\n<p>\u201cWe are caring for residents with high needs, often on a skeleton crew of staff,\u201d said Anadelia Flores, a CNA at Richland Post Acute, said in a statement. \u201cOur work is essential and we deserve to be treated that way. Caregivers aren\u2019t in this line of work just for a paycheck. The tax would generate an estimated $3.7 billion each year, which would be put toward K-12 education, health care, higher education, human services and other government services, according to the bill.<\/p>\n\n\n\n<p>Washington has the second-most regressive tax structure in the U.S., second to Florida, according to a 2024 report from the Institute on Taxation and Economic Policy. This means lower-income households pay a disproportionate amount of their income in taxes compared to higher-income households.<\/p>\n\n\n\n<p>The Millionaires\u2019 Tax passed the state Senate and is awaiting a floor vote in the House of Representatives. Gov. Bob Ferguson has stated he will sign the bill if it makes it to his desk. The legislative session ends March 12, and if the bill doesn\u2019t pass the House before then, it will die and have to be re-introduced next session.<\/p>\n\n\n\n<p>If passed, it would become the first income tax imposed in Washington.<\/p>\n\n\n\n<p>\u201cIt has to pass this session. We won\u2019t see any revenue from this until 2029, and the longer we wait, the longer we push that out,\u201d said Paul Carlson, Washington Federation of State Employees Local 1381 President.<\/p>\n\n\n\n<p>Proponents say the tax would bring in more funding for services that have experienced cuts, and take a step towards remedying the regressive tax structure. Opponents say income tax has been consistently found unconstitutional since a 1933 Washington Supreme Court case, and worry that the bill would eventually be amended to affect more taxpayers.<\/p>\n\n\n\n<p>About 55 people attended the rally in Red Square, hoisting signs and chanting in the rain. A few union members stood on Fisher Fountain and spoke to the crowd through a megaphone.<\/p>\n\n\n\n<p>Western Academic Workers United member Colleen Ryan asked students to raise their hands if they\u2019ve felt the effects of cuts to higher education at Western Washington University. Dozens of hands shot up.<\/p>\n\n\n\n<p>\u201cThere is enough money in this state, we just aren\u2019t taxing it,\u201d she said.<\/p>\n\n\n\n<p>Service Employees International Union Local 775 executive board member Shelly Hughes, a certified nursing aide in Bellingham, is worried about imminent federal cuts to Medicaid. She said when the government is in a deficit, vulnerable populations are the first to feel the cuts, and legislators need to take action to protect them.<\/p>\n\n\n\n<p>The rally was held at Western to connect with young people and to voice their concerns specifically for representatives of the 42nd Legislative District, Reps. In Washington alone, an estimated 390,000 residents are expected to be pushed off coverage, including roughly 30,000 refugees and asylum seekers from countries such as Ukraine, Nicaragua and Syria, who have paid into the Medicaid System. <\/p>\n\n\n\n<p>Among them are 3,000 seniors and people with disabilities who will not only lose health insurance, but also the life-sustaining long-term care services that allow them to survive. <\/p>\n\n\n\n<p>Losing long-term care is not an abstract policy outcome. It means losing help with the most basic tasks of daily living: eating, bathing, dressing, and taking medications. It means risking eviction from nursing homes and adult family homes. It means families scrambling to fill impossible gaps in care. <\/p>\n\n\n\n<p>The human cost will be staggering. Thousands of families will face crushing medical bills. Preventive care will disappear. Diagnoses will be missed. Conditions will worsen. People will end up in emergency rooms and ambulances at far greater cost to all taxpayers, affecting everyone. Some will die. This is not only a moral failure. It is fiscally reckless. <\/p>\n\n\n\n<p>These changes begin in October. It is February. The urgent question is: why aren\u2019t Washington state\u2019s Democrats and Republicans using every tool available to prevent this looming crisis? Gov. Bob Ferguson\u2019s proposed budget would restore care for 500 affected clients. That is a start, but it is nowhere near enough. Legislative leaders can and should increase that number in final budget negotiations. <\/p>\n\n\n\n<p>Refugees and asylees are lawfully in the United States for humanitarian reasons; they fled violence, war and persecution; people who lost their homes and livelihoods. The U.S. government welcomed them with the promise of safety and a chance to rebuild. They are permitted to work in the U.S. and pay federal and state taxes on income earned, including Medicaid. <\/p>\n\n\n\n<p>Studies show refugees and asylees have a positive impact on our economy, contributing more to public finances than they receive. Further, pursuant to long-established U.S. law, they are eligible for Medicaid provided they meet the other eligibility requirements similar to U.S. citizens. We should not rob them of the benefits for which they have paid. <\/p>\n\n\n\n<p>They are people like Olga, an 86-year-old widow who fled the war in Ukraine. She is mostly blind, unable to walk, and relies entirely on Medicaid-funded caregivers to survive. <\/p>\n\n\n\n<p>They are people like Manuel, a ninth-grader with Down syndrome who was granted asylum after fleeing violence in Nicaragua with his sister. He depends on long-term care services for daily living and medical support. <\/p>\n\n\n\n<p>They are people like Anastasia, a 22-year-old whose family emigrated from Ukraine. Born with a neurological disorder that causes daily seizures, she relies on Medicaid-funded care for medication and monitoring that keeps her alive. <\/p>\n\n\n\n<p>At the same time, immigrants and U.S. citizens across the country are living in fear amid aggressive and chaotic federal immigration enforcement. Sweeping raids and arrests have created uncertainty in communities nationwide, while the Trump administration continues to promise expanded operations in cities and states across the country. <\/p>\n\n\n\n<p>The cycle is devastating. Medicaid cuts that first strip coverage from certain, qualified immigrants will eventually affect others as well. Meanwhile, those federal savings are redirected to fund expanded immigration enforcement and tax cuts that disproportionately benefit the wealthiest Americans. <\/p>\n\n\n\n<p>Washington has a choice. Our legislators can accept these harms as inevitable; or they can act. They can pass a budget that protects Washington residents from losing health coverage and long-term care. They can ensure that refugees, asylees, seniors, people with disabilities, and caregivers are not abandoned. <\/p>\n\n\n\n<p>This is a defining moment. If Washington truly values dignity, compassion, and fiscal responsibility, it must fund care for all who call this state home and have rightfully earned that care. Daily Index | March 6, 2026<\/p>\n\n\n\n<p>OLYMPIA \u2013 Union members and caregivers rallied on the Capitol steps March 3, urging state lawmakers to protect health care access for immigrants in the face of potential budget cuts. The rally, organized by SEIU 775, drew roughly 100 protestors from across the state carrying signs reading \u201cCare cuts kills,\u201d \u201cCare has no borders\u201d and \u201cBillionaires are stealing from us\u201d while echoing chants in English, Spanish and Ukrainian. Due to federal funding cuts, the ability of immigrants across the nation to access health care through programs like Medicaid has become severely limited.<\/p>\n\n\n\n<p>In 2024, Washington launched the Apple Health Expansion program to provide full health care coverage for low-income immigrants in the state who do not qualify for standard Medicaid. Unlike regular Apple Health, Washington\u2019s name for Medicaid, which is funded by a mix of federal and state dollars, the expansion program is financed entirely by state funds. However, SEIU 775 warned that the operating budgets proposed by the state Senate and House fail to provide adequate funding for Apple Health, leaving 30,000 of Washington\u2019s immigrant community with no access to health care.<\/p>\n\n\n\n<p>Shaine Truscott, a SEIU 775 vice president, said Washington legislators can do better. \u201cAs you talk about your numbers, you need to think about the lives, think about what these dollars mean to real people, live up to the values we know you hold dear and make sure that not a single life is left without care,\u201d she said. <\/p>\n\n\n\n<p>Rep. Lillian Ortiz-Self, D-Mukilteo, and Sen. Rebecca Salda\u00f1a, D-Seattle, both spoke at the rally, emphasizing their commitment to fighting for immigrant rights in the Legislature.<\/p>\n\n\n\n<p>\u201cUnlike the federal government and Trump, your budget writers are very much thinking about each of those numbers being a person,\u201d Salda\u00f1a said, \u201cand they are wrestling right now with how do we find the pennies and the dimes and the dollars to make sure that we do not leave anyone behind.\u201d <\/p>\n\n\n\n<p>One Washingtonian who will feel the impacts of cuts to immigrant health care access is Nataliia Bielokon, a Ukrainian refugee and caregiver to her 73-year-old mother. Her mother is set to lose Medicaid coverage in October due to her noncitizen status, something Bielokon said will have \u201cdevastating consequences\u201d for her family. <\/p>\n\n\n\n<p>She called on lawmakers to reconsider the budget. <\/p>\n\n\n\n<p>\u201cWe have people who work hard, we are building our lives here,\u201d Bielokon said. \u201cCutting off access to health care dumps us into medical poverty \u2026 I urge our lawmakers, don\u2019t see this as just [a] line item in [the] budget. See it for what it really is, a critical investment in the health of our entire community.\u201d <\/p>\n\n\n\n<p>Time to make changes to the budget is quickly running out, with the Legislature set to adjourn for the session March 12. <\/p>\n\n\n\n<p>While she acknowledged the challenging fiscal decisions faced by legislators this year, Jennifer Contreras, campaigns manager for the Washington Immigrant Solidarity Network, said \u201cbalancing a budget on the backs of immigrants and refugee families is unacceptable.\u201d <\/p>\n\n\n\n<p>\u201cHealth care is not optional,\u201d she said. \u201cIt is not expendable. It is a lifeline, and we demand that it be protected.\u201d<\/p>\n\n\n\n<p><a href=\"https:\/\/www.tacomadailyindex.com\/2026\/03\/06\/demonstrators-rally-for-immigrant-health-care-access\/\" Washington state can fill in the gap and help us avoid catastrophe.<\/p>\n\n\n\n<p>I came to Washington state in 2023 from Ukraine, where I worked as the director of a garment factory. Before the war, my family\u2019s life was like a fairy tale. Our city, Mariupol, was beautiful and growing. We celebrated holidays and took vacations.<\/p>\n\n\n\n<p>We never imagined that one day our city would cease to exist and our entire life would be erased \u2013 as if it, too, had never existed.<\/p>\n\n\n\n<p>In February 2022, the war started. Mariupol was heavily bombed. For three weeks, my family of seven lived in a basement bomb shelter. All we knew of life above was the incessant bombing. We were already saying goodbye to life, thinking we would be buried there forever.<\/p>\n\n\n\n<p>We were able to emigrate to the United States with the help of our friends who had moved to Spokane years ago. Through the United for Ukraine program, I came to the U.S. along with my son, my daughter-in-law, my grandchild, and my elderly parents. We got legal status, and we were issued work permits without delay.<\/p>\n\n\n\n<p>I was anxious about assimilating to a new culture. I\u2019d visited the U.S. just once before as a tourist in Miami. But when we started rebuilding our lives in Spokane, the welcoming atmosphere and the smiling, friendly, helpful Americans calmed our anxiety.<\/p>\n\n\n\n<p>My dad is deaf and has prostate cancer and dementia. When he got health insurance in the U.S., I started taking him to doctors who told me he needed a caregiver. Through his Medicaid coverage, I was able to get a full-time job taking care of him and of my mother, who has heart failure and several other conditions.<\/p>\n\n\n\n<p>As their caregiver, I take them to doctors\u2019 appointments, buy groceries, bathe them, change their diapers, prepare their food, dress them, get them out of bed, massage them and trim their nails. They rely on me to stay alive.<\/p>\n\n\n\n<p>It wasn\u2019t easy to transition from managing 300 people at a factory to being a caregiver. The work is mentally and physically exhausting. But the opportunity to repay the love my parents gave me helps me cope with the challenges of the job.<\/p>\n\n\n\n<p>Last year, things started to change for Ukrainians in the U.S. Suddenly people weren\u2019t getting their documents renewed, weren\u2019t getting work permits, had no idea of the status of their cases. They were left hanging, uncertain of their next move.<\/p>\n\n\n\n<p>Then we learned that the Medicaid we depend on for our health care, and my job as a caregiver, will be taken away from us simply because we are immigrants. HR 1 completely cuts off people like us: refugees, asylees, TPS holders, humanitarian parolees.<\/p>\n\n\n\n<p>All I want is for my parents, who worked so hard all their lives, to live their final days in peace. This policy targets the people who need help the most \u2013 those of us who came here to escape war, who have endured the greatest fears of our lives. People who are trying to peacefully build our lives in America.<\/p>\n\n\n\n<p>A growing movement of immigrants and our allies are calling on Washington state lawmakers to step up and help our families avoid crisis. When the state Legislature releases its budget this month, we\u2019re asking that they include funding for the 3,000 seniors and people with disabilities in Washington who are about to be cut off from their caregivers, and the 30,000 immigrants who are about to lose healthcare.<\/p>\n\n\n\n<p>We\u2019re so thankful to this country, and for the Americans who have helped us make it our home. Now, we ask Gov.
