“Being a caregiver is not easy … it’s hard work,” said Aurora Castillo Garcia, 28, who took on the care of her mother-in-law as she battled cancer in early 2020. “It’s emotional, it’s physical, but it is also rewarding.”

Garcia, a single mother of two who lives in Moses Lake, Washington, first took on the task of supporting her mother-in-law as an unpaid caregiver. While caring for her, Garcia worked in retail, stocking produce for a large grocer, though she soon saw her hours reduced during the course of the year. She also was a seasonal delivery driver for a produce company. That was until she pursued training in caregiving through the SEIU 775 Benefits Group in early 2021. (SEIU 775 represents 45,000 long-term care workers in Washington and Montana.) Since the training to become a paid caregiver for her mother-in-law, the additional income and benefits she has received have helped to fill in a gap for her family.

The Bipartisan Policy Center and Morning Consult recently conducted a poll on the impact that caregiving has had on workers since the beginning of the COVID-19 pandemic. The poll of a national sample of 2,200 adults found that 66 percent of Black and Latinx caregivers said that family caregiving responsibilities impacted their ability to work, a level ten percentage points higher than it was for white caregivers.

Accordingly, investments in care infrastructure are particularly important to women of color, who face additional structural disadvantages in accessing quality jobs, including occupational segregation and discrimination.

Garcia now feels like she finally has found a career path and has begun the process to become a full-time certified home care aide to work for an outside agency and care for others in need. “Before, I felt like I didn’t have a skill, but now I have passion about what I do. This is where I belong.”

April 19, 2022 Update: All bargaining unit employees shall receive $2.60 per hour in addition to their base wage plus any applicable differentials for every hour worked between April 1 2022 – June 30, 2022.

August 27, 2020 update: We have exciting news for Millennia caregivers. Our bargaining team has been working to reach an agreement with Millennia about extending Hazard Pay – and thanks to workers raising their voices, we have made it happen!

Hazard pay: Millennia APs will now get a $2.73 increase to your base wages for all hours worked in July, August, and September. You’ll also receive an additional $25 per shift of targeted hazard pay if taking care of a COVID-19 test-positive client. You should have seen the increase to your base wages your August 20 paycheck, and you’ll receive your hazard pay for hours you worked from July 1 – July 31 in your September 5 paycheck.

PPE: You will continue to be provided with all the necessary PPE for caring for all your clients. You can ask your supervisor for PPE – contact us if you haven’t received PPE upon request.

Through impact bargaining, Millennia caregivers have won:

  1. Hazard Pay: Millennia caregivers will receive an additional $3.25 an hour for every hour worked in May and June, We are all on the front lines, so all Millennia caregivers will receive this pay, regardless if you are caring for a client with COVID-19. In addition, you’ll receive another $25 per shift when taking care of a COVID-19 test-positive client.
  2. More PPE: Millennia has committed to spending additional funds to provide PPE and supplies intended to protect workers, including one-time-use N-95 masks, gowns, and gloves for caring for test-positive clients.
  3. Healthcare: Millenia is increasing their hourly contribution rate to the Health Benefits Trust for all hours worked in May and June, so no one loses healthcare coverage.

This was possible because caregivers like you demanded Governor Inslee increase funding for home care agencies like Millenia by prioritizing caregivers to receive Federal stimulus funding – and it worked!  However, earlier this week DSHS announced budget cuts they plan to make to balance the state budget. These cuts will decimate long-term care in Washington. Cutting these vital resources isn’t what our state needs – we need revenue. That’s why we now need to demand Congress pass the HEROES Act – a new bill that provide federal relief and funding for long-term care.

Standing together got us to this point – we need to keep this up to make sure that caregivers are treated as the essential professionals they are.

Home Care Workers Across Washington Rally for Permanent Higher Wages, Long Term Care

As Congress mulls new round of investments, caregivers call for permanent higher wages and investment in home care for older adults and people with disabilities.

SEATTLE, WA — On Tuesday, July 13, SEIU 775 home care workers and local senior and disability advocates will rally across Washington State to urge the White House and Congress to invest in the nation’s care economy with the American Jobs Plan. Nine events in Washington, including one in downtown Seattle, join a nationwide call to action spanning 24 cities.

The American Jobs Plan will transform the lives of workers across the economy. By making a historic investment in the essential healthcare work of home care, the American Jobs Plan will fuel a more equitable economic recovery, lift up the home care workforce – the national majority of which are Black women, Indigenous women, women of color and immigrant women – and be a huge step towards ensuring caregivers get the respect they deserve.

“Caregivers provide essential healthcare to some of Washington’s most vulnerable seniors and people with disabilities. Currently, where someone lives dictates their access to essential health care services. With more than 10,000 people turning 65 every day in America — and tens of millions more in need of care every day — there is no time to lose. We need to pass the American Jobs Plan.” said Becky Fernandez, caregiver and SEIU 775 member from Lacey, WA.

“Caregivers should always make a living wage, not just during a pandemic. We are lifelines for our clients and do the essential work of keeping vulnerable people home and safe,” said Sterling Harders, SEIU 775 President. “We need to invest in caregivers and make long-term care a sustainable profession.”

Agency bargaining has begun! We recently completed our first bargaining sessions with ResCare Home Care, Addus WA, Amicable, Millenia, First Choice, Chesterfield, Concerned Citizens, CCS, and Full Life Care. And we’ll be meeting with KWA and Addus MT in the coming weeks.

Bargaining wins so far:
We’re fighting for better wages, benefits, and respect, and we’ve already made progress with many of these agencies in our fight for:

  • Language equity including translations of our contracts
  • Notifications to help keep immigrant caregivers safer
  • Expanding the definition of “family member” for benefits
  • Annual review of anti-harassment, abuse, and discrimination (HADit) plans and policies
  • And much more!


We’ll begin bargaining for raises, health benefits, retirement, and other economics in July.

During bargaining, we will also be negotiating an extension of Hazard Pay through December 2021.
